孟子曰：“仁言，不如仁声之入人深也。
善政，不如善教之得民也。善政民畏之，善
教民爱之。善政得民财，善教得民心。”
Mencius said, “Kindly words do not enter so
deeply into men as a reputation for kindness. Good
government does not lay hold of the people so much
as good instructions. Good government is feared
by the people, while good instructions are loved by
them. Good government gets the people’s wealth,
while good instructions get their hearts.”
【译文】孟子说：“仁德的言论比不上仁德的
声誉深入人心，好的政令比不上好的教化能
赢得民心。好的政令，民众敬畏它；好的教化，
民众则是喜爱它。好的政令可以得到民众的
财富，好的教化可以得到民心。”
