When Confucius went to Wei state, he sent his disciple Wuma Qi to inspect the governance of another disciple Fu Zijian who was the governor of Shanfu County. One night, Wuma Qi saw a fisherman was fishing. He released small fish and kept big fish. Wuma Qi asked about the reason, he said, "Da fu Fu Zijian cautioned us not to catch the small fish until they grow up." Wuma Qi came back and told Confucius, "Fu Zijian is indeed a governor of virtue and the local people act consciously as if under strict supervision."
