On August 25, 2019, Nishan World Center for Confucian Studies was inaugurated and established in Qufu to serve as a global entity platform for Confucius studies initiated together by the Ministry of Education, the People's Government of Shandong Province and relevant educational research institutions. The Center, with the support of Confucius Research Institute of China, Mencius Research Institute, Confucius Museum, China Confucius Foundation and other cultural, educational and scientific research institutions, is now providing strong support to make Qufu a global highland for Confucian talents to make Confucian studies, popularize and promote Confucianism, and make exchanges about Confucianism. In the future, Qufu will further integrate relevant resources and forces, move quicker for the establishment of Confucius University and put into place more high-end platforms. 

Besides high-end platforms, top-notch talents also play an important role in driving the inheritance and development of fine traditional culture. Since 2015, Qufu has, backed up the relevant talent policies of Shandong Province and Jining City, continuously introduced at home and abroad and trained a number of multi-level and multi-specialty top-notch talents in a bid to achieve the goal of "building Qufu a highland of Confucian talents", such as "masters of Confucianism", "Taishan scholars" and "Nishan scholars". Following this move of Qufu, the Confucius Research Institute of China, Qufu Normal University and other cultural, educational and scientific research institutions here also adjusted and strengthened their scientific research groups. Further, Qufu has also prioritized the introduction and training of talents at different levels engaged in different fields, such as creative entrepreneurship, international communication of traditional culture and its popularization among the masses, and put into place a talent team covering a wide range and with a well-arranged structure. 

With the aid of existing platforms, talents and achievements, Qufu has vigorously advanced the communication and exchange of fine traditional Chinese culture and made proactive efforts to make available a top-notch platform for global cultural and economic exchange through integrating resources. Amongst others, six sessions of the Nishan Forum on World Civilizations have been wrapped up since 2009, representing an institutionalized effort and a unique brand of forum on inter-civilizational dialogues in the globe. This year, the forum and the International Confucius Cultural Festival will be held together, marking a "powerful combination".

 Under the guidance of the policy of "creatively transforming and developing fine traditional Chinese culture", Qufu has been increasingly aware of the importance of participation by all people in the heritance and development of fine traditional culture. For encouraging the participation by all people, the "Confucius Cultural Festival for All People" was held in 2014 in line with the principles of "design, organization, participation and comment by the people". Meanwhile, Qufu has also stressed the importance to require leading cadres to give full play to their leading role, initiated the action to require Party members and cadres to learn and employ sinology, and carried out training of Confucian culture in rotation for in-service government cadres in educational bases of cadres' political virtue and Party spirit. 

As teachers and teenagers are an important force, Qufu has also taken measures to introduce fine traditional culture in campuses, classrooms and textbooks, and offered courses and textbooks on fine traditional culture from elementary school to college and university. Meanwhile, cultural enterprises, social organizations and even tourists have been encouraged to participate in cultural communication, training of sinology and voluntary services, and as a result, a dynamic environment is fostered with all the people making a share to the inheritance and development of fine traditional culture. 

Under the guidance of participation by all people, Qufu has also initiated new forms of activities to encourage more people to participate. In 2014, a people-benefit project "Confucianism for All People" was launched. Since then, every of the 405 villages under the jurisdiction of Qufu has one Confucianism lecturer, one Confucianism book house and one Confucianism-themed modern drama and each family has a Confucian family motto. As an important part of this project, the "Confucius Cultural Festival for All People" is held annually. During the festival, the masses are arranged to participate in pilgrimage and Confucian commemorative activities and learn The Analects of Confucius, and "All Neighbors in One Family" and other activities are also held. All these further promote the popularization of Confucian culture. 

In order to seek growth points from culture, Qufu is making big advances in the integration of culture and tourism. For the purpose of better integration, Qufu gives full play to the driving role of large projects, such as Nishan Sacredland. Nishan Sacredland made its debut as the main venue of 2018 CCTV Mid-Autumn Festival Gala. During this gala, UAV show, firework show, Wonder Full and other creative programs were performed for the first time in China with the aid of modern photoelectric techniques, and the "cultural tour at night" was also initiated. As a result, this gala perfectly delivered the profound connotation of traditional culture with a stronger visual impact and cultural appeal. In 2017, China Educational Tourism Promotion Alliance was founded in Qufu. By now, the alliance has received nearly 500,000 study tour groups and more than 10 million tour visits for study.
