During the "13th Five-Year Plan" period, Shandong Province, faithfully following General Secretary Xi Jinping's instructions, has proactively taken on the mission of "developing Chinese culture", encouraged the creative transformation and development of fine traditional culture, carried forward the Yimeng Spirit, passed on the traditions of revolution, and made the core socialist values rooted there, and done its share in the Chinese spirit and Chinese value. In this regard, Shandong will deliver impressive results. 

In September 2020, Nishan Forum on World Civilizations was held in Qufu Nishan Sacredland. During the forum, Fukuda Yasuo expressed congratulations on the opening of the forum, more than a dozen overseas experts and scholars made statements through videos and Chinese around the world attended the cloud Ceremony of Confucius for the first time... 

In response to the COVID-19 pandemic, many "old friends" of the forum at home and abroad made more extensively academic exchanges virtually than before.

 So far, six sessions of the forum have been wrapped up and exerted an extensive influence around the globe. In addition to the forum, Shandong Province has also held China (Qufu) International Confucius Cultural Festival and established Nishan World Center for Confucian Studies. Thanks to its arduous efforts and practices, a top-notch platform "matrix" for research, dissemination and exchange of fine traditional Chinese culture has been put into place in Shandong Province in recent years. Amongst others, Shandong has successfully held the World Congress of Philosophy, the International Confucianism Forum, and the Chinese and Greek Classical Civilizations Summit Forum, carried out "Shandong Culture Year", "Confucius Cultural Week" and other exchange activities around the globe, and established Nishan House in five continents. All these practices of Shandong Province represent the wisdom of the Chinese people for dispelling misgivings and building confidence and consensus and better communication among civilizations. 

As an ancient Chinese philosopher wrote, "A tree has to strike a firm root before it can flourish. A river has to have a fully dredged source before it can flow unceasingly far." The "Integration of Chinese Ancient Books" led by Shandong University aims to survey Chinese works overseas in a systematic way and realize reproductive return of rare ones through microfilm, scanning and copying techniques. Up to now, intent of cooperation has been achieved with 220 Chinese ancient books storage and collection institutions overseas, and 598 kinds of valuable and rare Chinese ancient books brought back to China, delivering a solid literature foundation for thoroughly elucidating the Chinese culture.

 The "Integration of Chinese Ancient Books" is a part of Shandong Province's efforts in integrating culture research and elucidation resources. Amongst others, Shandong Province has gone full steam ahead with programs to inherit and develop fine traditional Chinese culture, made vigorous efforts to advance the "Master of Confucianism" Plan and Cultural Talents Program of Shandong Province, and built Nishan World Center for Confucian Studies together with the Ministry of Education. Further, 200 million pages of Confucian classics and documents have been collected in the Digitalization Program of Confucian Classics. Thanks to these efforts and work, a good and solid foundation has been made ready to inherit and promote fine traditional culture. 

Traditional Chinese virtue is the core of Chinese culture. Shandong Province, focusing on such epoch topics as ethical conduct, patriotism and political virtue of cadres, has made exploratory efforts in and garnered a range of reproducible and scalable institutional innovation achievements, reviving fine traditional culture. 

Shandong has been a pioneer in introducing fine traditional culture in teaching materials and classrooms in the elementary education stage, such as "Young Masters of Sinology" and "Confucian Analects". In addition to this, the "List of Those with Charitable Actions and Righteous Deeds", and educational activities of family tradition and family instructions have been popularized in both urban and rural areas, and Shandong has topped the "List of China's Fine Persons with Fine Deeds" for the fifth straight year. Shandong Province has also put into service educational bases of cadres' political virtue and Party spirit to foster and help Party members and cadres to learn the noble spirit. Thanks to all these, a fine atmosphere supported by a variety of etiquette systems has become prevailing in Shandong Province. 

Fine traditional culture has been rejuvenated in Shandong thanks to its capacity building program. In 2018, Shandong prioritized the cultural and creative industry as one of its "Top 10" industries to achieve the replacement of old growth drivers with new ones across the board, set up a fund of funds for investment in the industry with a value of CNY 10 billion, and introduced a package of policies and measures. In 2018, Shandong Cultural Tourism Group was incorporated and two funds of funds for quality tourism each with a value of CNY 5 billion were founded, offering an approach for "a good balance between daily trifles and poetry and dreamland" and keeping magnifying the superimposition effect of "1+1>2". 

In the new era, efforts have been made to build on past achievements and carry forward the momentum for new progress in a new journey. During the "14th Five-Year Plan" period, Shandong Province will resolutely proceed as instructed by General Secretary Xi Jinping, uphold core socialist values to lead cultural development, expedite the creative transformation and development of fine traditional culture, make persistent efforts to help socialist culture flourish, and continue to pool the strong spiritual strength to make the province a modern power in the new era.
